WORKDAY PROJECT HIERARCHY RESOURCE PLANS (Overview)
As discussed previously in the section on Project Hierarchies, a
resource plan at this level holds the default cost rates for each division.
Before workers can
charge time against a project, you must assign a resource plan to either the
project or its project hierarchy. Workday looks at the project for a resource
plan and then walks up the project hierarchy until it finds one. Resource plans
define the superset of workers who can enter time for a project, along with
their available time and cost.
After setting up
the project roles, you can then distinguish the role of the worker as an
assignment (worker specific) or as an association (a
worker group member) with
the project.
When creating the
configuration for these resource plans a decision was made to model them after
the default Union Rate tables set up in CMiC.
These were exported into excel.
The CMiC trade codes were then mapped to the Workday job profiles and
assigned the default charge rate from CMiC.
In addition, we assigned the project hierarchies that would use them.

Which became the
resource plan in the project hierarchy.
Keep in mind that
the Resource Plan at the hierarchy level is your default. This plan will automatically be assigned to
each new project that is integrated into Workday. For the most part the resource plan lines do
not have a start and end date, they are open ended. The rates for these are usually updated
annually after salary increases have been processed.
A new Project
Hierarchy Resource Plan would not be created unless we are adding a new
division to an existing company or we are adding a brand-new payroll
company. If this were to occur, we would
most likely create these via an EIB (Enterprise Interface Builder) upload process and not manually.
Changes to these
plans are made via the Edit Resource Plan for Project Hierarchy. Using this process, you can add resource plan
lines, update existing plan line rates, update worker assignments, update
worker groups and make other changes as needed.

a resource plan with details of what each plan line should contain.

When reviewing a
resource plan line (each job profile) the following information is crucial for
employees to enter time against the project
1. There
must be a project role – this is synonymous with the job profile

2. There
must be a standard cost rate override, and that cost rate must have a currency
assigned to it.

3. There
must be a worker group assigned.

a. The
worker group (aka: Dynamic Resource Pool) holds the employee cost centers which
can charge to the jobs using the project hierarchy resource plan.
b. It
also holds the job profile for the worker group. The job profile here will validate against
the job profile assigned to the employee who is entering time against the
project.
c. If either of above are missing from the worker group set up, employees
will not be able to enter time to the project(s), and can also affect cost rate
calculations for job cost.
4. If
a worker group is not assigned to the resource plan line, then a worker
specific assignment should be made.
